AMCAS says that if you had sent a processed application to a school in previous years, then you will be marked as a "reapplicant." But if you are applying to a school that you have NOT applied to in the past:

Will the schools see that you are a reapplicant?

Will they judge you differently for being a reapplicant?

Do you need to complete those essays for reapplicants about what's changed/improved?

Usually a school's reapplicant question will specify whether you need to respond if you're a reapplicant to all medical schools, or just theirs. You are not, by default, a reapplicant to a school unless you applied to THAT SCHOOL specifically. They will not consider you a reapplicant unless they either specifically ask, or you tell them.

I went through the cycle twice and this is how it is.
