What are the chances for reapplicant ? How does one make the resume stronger ?
If you're personally a reapplicant, first thing's first: Take a very thorough post-mortem of your application (post a WAMC here, go to your pre health advising office, etc.). Oftentimes the weakness exists from 1 of "3 areas": Applying to schools mismatched to your GPA/MCAT (or too low scores in the first place), applying with insufficient clinical experience and non-clinical service work, or poor writing/interviewing skills. Some of these are relatively easy fixes (writing and interviewing), others take time. So if you're thinking you may need to reapply, start now

Your first question is impossible to answer. This will be school dependent, and also applicant dependent.

Multiple medical schools recommend that one does not reapply right away. Take a gap year to fix whatever holes there are in your application.

This would include getting in more hours of the necessary extracurriculars, rewriting all essays and having multiple eyeballs vet them, and having a strategic School list.
 
Being a re-applicant is not a weakness, rather, it is a strength. If you went through the admissions process and was not offered admission, the fact that you have chosen to re-apply means that you have grown since your initial application and have decided that despite not being offered admission that you want to try again for the sake of pursuing a medical education. To do this, you must reflect upon why you were not offered admission initially as other respondents have said. Furthermore, you must describe how you have grown since your previous application. If you have not, then you might consider taking more time to enhance your candidacy. This is a very personal question and is not something that can be generalizeable. Think about your strengths, weaknessess, and areas for improvement.
