General Admissions & OTCAS Reapplying for the next cycle!

So I plan on reapplying because I was denied or wait-listed at my schools.

This time around I plan on applying all over! I wanted to stay in state before (PA) but this time around I am just going to apply all over to increase my chances. What steps do I need to take to reapply? Do I have to wait until July in order to start doing my application again? I know that most of my info will carry over when I am a returning applicant, but how do I do this?
