Wanted to clarify something. Quick Q:

Do medical schools review your recommendation letters when you submit your primary?
Or do they begin looking at them during secondaries?

Well, you can submit your primary and receive a secondary before AMCAS has received your letters.

That would suggest to me that letters are more part of the secondary and that schools probably don't look at them until later.

They are a requirement for you primary and schools don't read them until your secondary is in.

I know that several schools do not consider LORs until after an interview invitation is extended. However, in general, I feel that they are reviewed with the secondary. Many schools I applied to sent secondaries without letters being added to AMCAS but did not mark you application as complete until all letters had been received.

Duke is definitely this way for example. They don't even request letters until an interview has been extended. They even specifically say so on their site.
