that's very generic.

doesn't oxidation of fats and other stuff occur in the mitochondria (TCA cycle, pyruvate dehydrogenase). that's oxidation reduction. then glycolysis occurs in the cytosol. but fatty acid synthesis also occurs in the cytosol. i'm not quite sure where you read this, but it must have been an extremely generalized statement with a poor explanation.
