I'm a first time applicant and currently working as a tech in outpatient rehab. I see about 10-15 patients per day. Is this considered clinical hours even though I don't really have much exposure to physicians?

Can you describe what specifically it is you do? It's maybe not the most ideal, but if you could comfortably describe your patients as similar to ones you'd see in an outpatient ambulatory setting, I'd argue it counts
 
I assist patients get from from the physical therapy treatment room to another room where I apply ice to the area treated and keep them company. Some patients are in wheel chairs and some can ambulate with assistance. I also attend to their needs such as getting them water etc. This is my primary responsibility. I also do some maintenance and clean up and set up equipment, but it is mostly direct patient interaction.

Yeah I'd call this patient interaction.
