Army Reimbursements 3rd and 4th year

I read in the Army HPSP handbook that on average CDW total should not exceed $4000. Although not entirely close to the amount, I am more than halfway there. I know that most of first and second year CDW consists of books and equipment plus step 1 fee which can add up quickly but what type of reimbursement should I be expecting for my 3rd and 4th year? And what happens if you end up exceeding the $4000?
