I have 1 research publication and one currently being peer reviewed. I don't think it's going to get accepted by the time I submit my applications and I was wondering if there is a section in the primary application where I can list it as being under review ?

There is no section in the application to list your publications. I was worried because I had 10+ publications and I thought that would be a "selling point" on my application. So... in the "Research Experience" section, under the explanation, I briefly explained my research and then tacked on a "I published three articles during my time in this lab" (or whatever). It looked really forced..... Which I didn't like, but, my publications were brought up by the ADCOM in every interview I went to. So, I think its worth it.

175 characters is all you have for the description. That would be the spot but probably a waste of characters.

Yes there is. Under "Research Experience," there is a "Brief Description Of Activities" column where you can discuss what you've done and that your work is "in-progress" or "submitted for publication" if you want to toot your horn a little.

good journals should get back to you by 1 month.. 2 is long... but that's beside the point. you can cite your publication in the description of research activities (after all, the title should give the reader a good overview of what you did and they can follow up by reading it later if they are interested). research heavy schools will ask you about publications in secondaries.

it's considered faux pas to list publications under review on your CV in the academic community, but everybody knows that for applications ppl try to put as much info on there. it's a bit of a gray area but i dont think they will hold it against you if you include it.
