I was just wondering which opt schools allow out-of-state students to file as a resident after their first year?

UC Berkeley does, I think that SUNY does, and I know Houston does not.

I think I heard from someone in Vegas last week that you can qualify as a resident after your first year at SUNY...

Not Missouri...it's impossible to get in-state here unless you're from Kansas.

Ohio State does allow you to apply for instate after the first year (good thing too, with $40,000 per year.) Indiana University does not let you gain residency unless you moved to Indiana for work related purposes at least one year before you start school. I don't know about the rest, although I'd really like to find out.

That is correct. :) (Unless you're an international student.)
