I am a resident of PA but currently live on my own in ohio. So I could switch residency to OH but there's only one ohio school. Osu but I loved it when I went. However PA has 2 schools temple and Pitt. So my question is what would give me the best chance. I also heard temple is in a crappy area so that also plays a factor. And I have little chance of getting into osu as an out of state.
My gpa is 3.67 and I'm a sophomore.
 
What school is cheapest as an in-state resident? Apply for residency in that state. That should be the deciding factor.

You need to either call the schools financial aid office or look up the information yourself: In many states, it is not difficult to become of a resident of that state. However, for college tuition purposes, there are often more strict guidelines. So you are currently a resident of PA, but live in OH. It probably won't be difficult to become a resident of OH. However, a university may require you go beyond getting a driver's license, living in the state for 6 months, "other easy requirements to pass," etc. The school could require you be living, working, and not taking classes in that state for 1-2 years. Usually, the most common and difficult hurdle to establishing residency for tuition purposes is 1-2 living in the state without taking classes ->gap years.

Some schools aren't that strict though. I remember UConn allowed most students in-state tuition after 1 yr at the school.
 
Those schools not listed are private and have no barrier in my residency. And I have looked up the requirements and could become a resident in 1 year before applying. I have to be living in, working in, paying my own bills ohio for 1 year which I am.
