What does it mean when a RR is written as a fraction, such as 18/16. The patient is on a ventilator.
Set rate is 22.

The ventilator respiratory rate was set to 22.
 
Can you give us any context for the numbers besides mechanical ventilation?
 
I've never seen that before. Vent settings have a very specific variety of numbers that are supposed to be reported depending on whether you're on CMV/SIMV or CPAP or whatever.
