I plan on graduating with a 3.1-3.2 and was wondering if I should go ahead and retake chem2/bio1 which I got C's in to boost my GPA (maybe take some other classes too at my local community college) or just try and get into an SMP program.

I was also wondering if taking molecular bio, biochem, metabolism1+2, anatomy and phys, genetics will make my lower GPA look better.

Thanks for the help!

I would not take a SMP. Depending on the rest of your app (MCAT, volunteering, etc) a 3.2 could be just fine. A SMP should be seen as a last resort. If you do not perform well, good luck getting into med school. If you need to, retake a few classes, or take some higher level bio classes.
