Tuition for D1 last year at UIC was $15,132.

This year's D1 tuition was $17,258.

Does UIC raise its tuition by $2,100 EVERY YEAR???

If so, by the time I'm a D4 I'll be paying about $29K
for in state tuition. (i'll be a D1 this fall).

$29K for in-state tuition!!!!!

(D3 and D4 costs an additional $3K more than D1 and D2).

Can someone in-the-know tell me if UIC raises tuition EVERY year, or do they do this every couple of years?

Be happy that you are only being impacted by the leading edge of what has become a serious debate surrounding the delivery of professional degree programs by state universities. The whole issue can be summed up very simply. The basic question being asked is why should average joe taxpayer be expected to subsidize the education of professionals who will enjoy life time incomes which are projected to be much greater than that of said average joe taxpayer? Given the facts that loans are easily obtained that will fund the full costs of acquiring a professional degree at even the most expensive private school, and that student loan payback programs are readily available in return for a few years of service in the public health or military sectors; one is hard pressed to refute the logic of raising state professional school tuition rates to a level that is more in line with the private schools. As I stated, I think those who come behind you will likley experience even greater tuition hikes at the state professional schools.
