Rolling admissions in the USA??

Hi, I was wondering if GPR and AEGD programs in the US practice rolling admissions whereby those who apply early will get interviews and fill-up interview spots. Thus, those who apply by the deadline (but later) even if they are in good standing, will not receive interviews...IS THIS TRUE?

Most programs check applications that come in by their deadlines and extend offers for interviews... some are selective, some invite all. Applications after the deadline may not even be looked at.

We look at all applications, but once we set interviews we stop. If a spot is still open, then we look at all applications, including those that came in late.
