I commissioned in late June and my tuition is due on August 1st. However, my school has yet to hear from the Army that I am an HPSP recipient. I sent them part of my contract, but they need to hear from the Army to make it official first.My school says I may need to pay the tuition anyway to avoid late fees. Anyone else face a similar issue?

DON'T PAY THE TUITION! It will cause very big headaches for you when you try to get reimbursed for it later.
