I am interested in doing a 4th year MS rotation in the UK, most likely in Scotland. Has anyone done this or know how to get it started?

if you're looking specifically in Scotland, I can tell you this: there a 5 medical schools total (Edinburgh, Glasgow, Aberdeen, Dundee, and St. Andrews). At St. Andrews we are preclinical only, so you can cross that off your list. I'd say going for Edinburgh would be one of the best shots, as it is a top hospital and medical school in the UK. Here is their website: http://www.mvm.ed.ac.uk/, and more specifically, the application pack for Overseas students wanting to do electives: http://www.mvm.ed.ac.uk/studying/ApplicationPack.pdf.

Heh, you're lucky I was browsing their website yesterday and stumbled upon that. For other medical schools, you'll have to have a look in their websites.

I've set one up at the University of Edinburgh. They require a lot of paperwork from the U.S. PM me if you have questions - Edinburgh is actually when I'm from, originally.
