If you have 4 letters and most programs ask for 3 does it matter if you submit 4???

Don't submit any more than they ask for - it might not make a difference, but they may toss one of the letters and you sure wouldn't want it to be the best one.

Better to stay within their parameters unless you have a darn good reason.

My dean told me if a program requires N letters, you can send in N letter or N+1 letter (if the program does not specifically objects), but no more.
