Who would be more likely to get a scholarship at a medical school....an URM coming from a rich family or a white student coming from a poor family?

Of course, assume that both applicants have competitive and identical numbers/records.

Also, do they give out scholarships to individuals that checked the economically disadvantaged box and if so, how competitive do their numbers have to be?

I'm white from a poor family, and I got a need based scholarship. I didn't check an "economically disadvantaged" box or anything like that.

It will depend on which school it is and what the parameters are for whatever scholarships are available. There are some that are based on need, and there are some based on demographic status. All in all, there are relatively few scholarships available for med school.
