The Texas schools accept few non residents. You also have some state public schools on your list that accept few non residents with no connection to the state including U Florida and Oregon. Otherwise your list is good and you should receive several interviews.

Both my parents are from Florida and I still have all of my extended family there. Should I still avoid applying there? No ties to OHSU so I will remove that school

If you are going to apply to Florida schools apply to the ones that accept a significant number of non residents such as Miami, Central Florida, South Florida and NOVA MD.
