These are schools where you could receive an interview with your stats:
Loma Linda
California Northstate
Vermont
Quinnipiac
Albany
New York Medical College
Penn State
Drexel
Temple
Jefferson
GW
Georgetown
Oakland Beaumont
Western Michigan
Rosalind Franklin
Medical College Wisconsin
St. Louis
Creighton
any new schools that may open for 2018 ( Roseman, Seton Hall,etc.)
You are not competitive for most OOS public state schools with your MCAT scores and they all give preference to their own residents to varying degrees.
Also consider applying to at least 6 DO schools.
 
Would you think I stand a chance? or consider reapplying next cycle and aim for a higher MCAT?
You have a chance this cycle but I recommend adding DO schools also. You have taken the MCAT twice with almost identical scores. Many schools average scores so you would need a significantly higher 3rd score to improve your chances next year.

Thank you so much for your suggestions. I plan to apply 35+ MD schools, are there any more that I can add to the list? What do you think of the Arizona schools?
