On the other hand, there is no screening for secondary apps at OSU--all applicants get the secondary, and it's one of the cheapest among DO schools (like $40-50). It seems like every class has at least one California person. SDN always tells OOS people not to apply to the state schools because of residence preference, but someone has to fill those OOS seats, might as well be you. They might even be doing you a favor, convincing people not to apply and therefore reducing the number of your competitors. Of course, I wouldn't advise someone with a 3.1/23 to apply, but you have a pretty solid resume.
If it's about money (which is understandable), trust me when I say the amount of debt you'll owe after just one year of med school will make you wonder why you didn't apply to every single school you could see yourself at, regardless of 'chances.' My opinion: keep Rowan, keep OSU, consider TCOM if you feel like filling out another application, Ohio if you're cool with the five year contract, and MSU if you're cool with being in more debt than Greece (seems like you are since CCOM is on your list).
