Schools for out of state students?

All of the schools below admitted > 50% OOS (at least in 2010). Very few schools actually limit themselves to only IS students (though many demonstrate a strong preference for IS).

^ That's a great list to start off of. Also, there are several state schools that don't have a large preference for IS students, but simply have higher levels due to probability of IS students accepting the offer. Ohio state, UIC, and Cinci are nice state schools that give OOS students a great shot. There are a few others as well, I just don't feel like looking it up.
 
UMich and UVA don't give strong preference to in-state applicants (like their undergrads)?
