Score Distribution for all writers

Looking at that...the August scores have been consistently lower than the April scores...especially in the last 3 years.

2006:
Apr: 25.6
Aug: 24.7

2005:
Apr: 25.0
Aug: 24.5

2004:
Apr: 25.0
Aug: 24.3

2003:
Apr: 24.8
Aug: 24.7

2002:
Apr: 24.4
Aug: 23.8

2001:
Apr: 24.7
Aug: 24.2

2000:
Apr: 24.5
Aug: 24.2

On average, April testers scored 0.514 higher than August testers over the last 7 years. This surely means that they factored April scores into the scale for the August administration and the April testers are usually around 0.5 points smarter?
 
Well from what I hear they factor in past administrations when figuring out the curve, so the scores are supposed to be consistent from administration to administration. Also, I believe that a relatively large proportion of August (and late Summer) test-takers re-takers, who statistically don't usually improve.
