Scores not out yet, but permission to retake shows, means i didnt pass?

Hi everyone,

My scores are not out yet, but I saw that I am allowed to retake my step one, meaning that option has shown up on my screen. Do you think this means I didn't pass? Anyone have any input or has passed in the past yet still got this option?
