My stats include a horrible MCAT score, which I am retaking on August 14th. I have completed one of the post bac's at Georgetown Univ. SOM. As well, I might be lacking clinical experience, such as following a physician. I have done patient care, such as caregiving for clients with muscular dystrophy or alzheimer's.

My advisor at GU SOM told me to hold off on sending in my primary until I receive my results. The purpose of waiting is that some schools will automatically look at my past score and neglect my new score if I were to had send my app in June. In addition, I will have a few months of shadowing a physician under my belt this summer.

On the other hand, the admissions board member at GU SOM told me that the primary will not even be looked at until the new mcat score is submitted to amcas.

So, I know that sending an application late will have me compared with everybody else. But, do you think with a better mcat score & more clinical experience that I will be safe?

No one is "safe". If you read this forum in depth you'll find those with high GPAs and amazing MCAT scores who were not accepted anywhere. Applying later in the cycle means you will not get the best consideration for an admission somewhere. You should not take the MCAT again until you are totally ready. How do you know when that is? When you take three, full-length, timed MCAT sample tests and score in your target zone on each. As you are not in a race, don't apply to med schools until your application is the best it can be. Spending a year getting a greater variety of clinical exposure is a good idea. Consider applying next June to get the greatest consideration by schools.

Not true. Most schools will put your application on hold until you recieve your MCAT scores. Wake did on mine. The other schools already sent me a secondary.
