Secondary Application Data - Screened vs. Selected?

I came across a chart for Secondary Applicant Data in the MSAR as a PDF along with all their other applicant data (https://www.aamc.org/students/download/375268/data/datareportspdf.pdf). It lists if there is a secondary, who receives one, and how much it costs. It starts on page 99.

What is the difference between selected and screened applicants?
 
I believe
Screened=meet stat requirement
Selected=Applicants are selected based on the whole application rather than just numbers

Interesting; If your definitions are correct (Which I think they are), then UCSF should be Selected instead of Screened (based on this information from this years thread).

Yeah I went through and noticed that too. Made me question my definition haha
 
I feel like Virginia tech should be selected as well. Isn't their selection very intense?
