Secondary Applications...IS THIS NORMAL?

So I sent my primary application almost a week ago, but I only received secondary applications from 3 out of 20 schools. Also, my primary app. is still in the "Ready for Review" stage? Do some schools wait until my app. is verified to send me the secondary? Is this normal?

Yes!you will receive more secondaries after your app is verified. I know there are a few schools that send their secondaries without even seeng your app.
