secondarys?

No, depends on the school. Generally speaking if the school's secondary consists of:

Dear Dental school applicant. Thank you for submitting...you now owe us $100.00 before we will review your file. Please send a check, money order, or equivalent value in blood to our school.

then it goes out to everyone.

Most do but a few require DAT scores to be in before they send secondaries out.
 
There are a couple of schools that want the application fee before they send out a secondary request. On the AADSAS dental school page these schools say "send $$ at the same time as the submitting to AADSAS" but "only send secondary when requested by school." The majority function as everyone else stated.
