Whoever answers the phone often is not the individual that calls the shots when it comes to shadowing.

If you stop by in person, dressed professionally, it's much more difficult for someone to brush you aside than over the phone.

You have to schmooze the people behind the desks at the medical offices.
 
One problem I ran into was that I had at least three doctors that were very happy to have me, but I couldn't seem to nail them down on a date when I could come in. They would always apologize when they ran into me, but it just never worked out. I think this is a case where you have to call quite a few people to get an experience.
 
Really there's two! They are "please" and "thank you."

If you live anywhere near a med school, they probably have a listserve you can use to find emails for physicians in specialties you might like. Then, write a concise, descriptive, exceedingly polite email and pray for the best.

At least, that's what worked for me.
