Scrolls are handled through Recruit Command. You have to go directly to the program manager to find out. They don't actually need Senate approval for someone to be commissioned. SecDef is adequate. Senate confirmation comes later and is usually slipped into other legislation or done by voice vote.

It is not private, but cumbersome to search.
