Is this allowed? I know NMS doesn't forbid contact expressing interest, so long as you don't try to solicit information about where you may be in the program's rank list. Is it frowned upon to explicitly tell a program it is my top choice?

I'm pretty sure that you can only say that you intend to rank them, and they can only say they intend to rank you. You can't say any more than that, I believe.

Years ago at the after party of an interview, the program director told me that I was their top pick and they wanted me in their program. I also really liked that program and wanted to go there. I ended up ranking them first and matched to that program.

To the OP I don’t think there is anything wrong with you writing an email and letting them know how you feel about the program and letting them know you plan on ranking them first, or verbally telling them.
 
Speaking of after parties, I work with this one ortho spine surgeon occasionally. He told me this raucous story once of his med school buddy. The guy (his buddy) was at an interview for a residency spot, and after the interview he went out with the chief resident. The surgeon told me that his buddy didn't remember anything else after that, but that he woke up butt nekkid in some stranger's apartment the next morning. He looked to his right, saw a nekkid girl he didn't recognize, then to his left, another nekkid girl and the chief resident, also in his birthday suit. He knew then and there, that he either completely blew his chances at getting the residency spot or he was totally in...no in-between.

Spoiler alert, he got in....

I don't have a point with this story, I just find the premise hilarious.
 
I spoke with National Matching Services and they said we can only inform programs of our intent to rank highly. We are not allowed to mention the exact position we intend to rank.
 
You telling them that you plan to rank them #1 doesn’t help your chances. It’s in their interest to have every applicant rank them #1.
