Sending in Letters Before Submiting Secondary?

Right now, all letters have been uploaded to AMCAS Letter Service, and I am steadily working through my secondary applications.

Can I submit all my letters to the individual schools before I submit my secondaries? I heard that by the time a school sends you a secondary, it has already created a "file" for all your stuff.

Most people assign letters when they submit their primary. Of course you can assign letters before you submit your secondary.
