Sending off that 4th letter?

Quick question:

I have already sent off my required three letters to various programs, but I have just uploaded a fourth letter from my sub-I as well. I think it will be a strong letter (based off the written evaluation the attending gave me). Should I send this (optional) letter to the programs that only require 3? I consider myself competitive (>250 step, AOA, etc.). My other three letters are strong, but I think this one will talk about my personal attributes a little bit more. I am also considering sending it off because my sub-I grade is not back yet, but my transcript shows that I have taken it.

P.S. I realize that some programs require 4 letters (e.g. Stanford, JHU, UPenn, Duke). I'm wondering about the places that only require 3.

Also, about 3 of my programs specifically mention a Chair letter in their requirements online. All of the others don't say either way (whether they want a Chair letter or they don't want one). Would you guys recommend sending it to all programs with the assumption that programs who don't mention it one way or the other expect a Chair letter?

Your home chair? I've always been under the impression that it's expected

Home Chair, for Peds. I haven't assigned my letters yet, but maybe I should just send it to every program and be done with it. It's probably not a great letter since the Chair really doesn't know the med students though...
 
Yeah, I didn't know that a department letter was required until I accidentally toured a residency program's website. Instead of contacting every IM program or looking up the requirements for every program. I will be sending of a department letter to ALL programs, as well as 3 other LoR's for a total of 4 letters. Generally, if you feel like your letters are strong, then I see no issue with sending off 4. Of all people, you will have the best idea of whether or not it hurts or damages you. If it's weak or eh, then leave it off.
