Are there options to gain experience shadowing in 2022? Every doctor is making excuses based on COVID.

Keep looking. Yes, people are finding shadowing opportunities in 2022, and you will be expected to have ~50 hours by the time you apply. Inability to obtain the experience because the doctors you asked said no is not going to fly when everyone else managed to find someone to shadow.

If you are vaccinated and boosted, you are going to find something. Lots of clinical offices need to hire staff.
