Currently I have texas residency but I was born in Georgia. I know Georgia has a huge instate bias so I was wondering whether or not I should even bother applying to GA schools.
I don't have an MSAR on me but you should find out the percentage of OOSers accepted. If you continue to have ties to the state and can explain why you're interested I don't see why not, especially if you're a competitive applicant.
A couple of months ago I looked for all OOS (for me) schools where a reasonable number of OOS students matriculate. There are no GA schools on my list.
If you spend $15 on the online MSAR, and it saves you $35 you would have spent applying to a GA school where you shouldn't bother, you end up $20 ahead. I would do that.
