If you're not scoring well, just delay it (assuming you'll have time later). It'd be a shame to go lower than step 1. Your step 1 is strong enough that it will get you interviews in the context of a good app.

You don't need Step 2 to get interviews, but you should make sure to have it before programs make their ROL. If you can't provide the score report, you may fall off the list.
