I called the podiatry office in my town about 2 weeks ago and was told they would get back to me sometime soon. Do you think it would be proper for me to just go and ask them if I can shadow in person (they may have forgotten due to having to work) or should I continue to wait for them to call?

Plus, sometimes the Dr doesn't even know you want to shadow if the secretary or whoever answers the phone forgot to pass along the message. Go in person.

I would go in the morning, like right when they open or go right after lunch time when they are not busy yet.
