Hello! I wonder should phd clinical/counseling program applicants submit a writing sample if the programs don’t require it? My GRE AW score is 4.5 and my personal statement is well written, so I don’t really need to submit additional materials to prove my writing ability. Any input is appreciated! Thank you!!

If it's listed as an optional material, and you think/have received feedback from others that it would improve your application overall, go for it. Otherwise, I wouldn't. And if it's not listed anywhere as optional, then definitely no.

If it is optional. Maybe. I would only do so if it is an honors thesis or well-done project/lit review that shows your writing as related to future writing you will do. Or an article in prep or published where you did the bulk of the writing.

If it is not asked for, then absolutely not. Just follow directions.
