Should I submit after Oct 1st or now uncompleted?

Apologies in advance. Variants of this question come up all the time, but this is potentially different.

I have a SLOE and LoR ready to go on ERAS. However my second SLOE was only uploaded yesterday (unavoidable) and could take a week to become available. Reading prior SDN posts makes one think that submitting now and updating later is the better option.
The kicker is that I am almost certain the second SLOE rates me in the top 10% (based on my performance evaluation and some not-so-subtle hinting by my supervisors). I honestly don't know what my other (first) SLOE says. There were only positive comments in its corresponding evaluation, but nothing over the top. Who knows? Maybe it is a good SLOE and I am being neurotic.

My other stats are non-US IMG/250s/260s/CS pass/Lots of research
Option 1: Submit now and assign all 3 letters. My concern in that my app will be rejected with only one potentially average SLOE and not revisited at all after the other SLOE becomes available.
Option 2: Submit in one week. My concern here is that my app will be reviewed later and I'll miss IV spots.
Option 3: This doesn't matter. Go breathe into a paper bag.

Send some now, some later- bear in mind, there are certain programs that have application cut-off dates- check out the individual program sites and make sure you get the body of your app sent before October 1st- the extra letter can come later. Some programs start to be first come, first served.
 
Submit now. It's a relatively small pool of applicants (if you call 600-1000 per program small) and you can get in direct contact with program directors. If you are flat out rejected from a program after applying now (unlikely) you can always send a personal email expressing your interest and advising the PD that you have a second SLOR available that helps to round out your application. I got about 2 interviews in the first week after applying. The rest take a little time so you'll be fine with 30 applications or so. Good luck!
