Should I text the doctor that i am working with if he doesn't respond to emails?

If you are going to do anything, you should call - not text.

Yeah, call not text.
he gave me his personal cell phone number and told me if i ever need anything that I can give him a call.

He told you that if you ever need anything , you could give him a call. So since you need something, you should give him a call. Sorry if this logic is kind of really complicated 🙂

I tried to get in touch with my mentor for summer research through emails but he hasn't respond for 2 weeks. During our initial meeting, he gave me his personal cell phone number and told me if i ever need anything that I can give him a call. Is it a good idea to text him if he doesn't respond to emails?

Drop by in person and make an appointment with his secretary. If he does not have one, ask him in person if you can make an appointment to speak with him at some point. In person is less awkward in my humble opinion.

Clearly a carrier pigeon is your best bet. If he doesn't respond you can send the pigeon again, except this time to crap on his head/window/car windshield/etc.

It should be ok to call him. If he doesn't answer, leave a message.

Your answer is in the question. Call him. Don't text.
