Should I wait to submit secondaries?

My committee letter has been assigned to all schools but I suspect it won't be uploaded to AMCAS until mid july or so. On the other hand, all three of my individual letters have been uploaded and sent to all schools that I've applied to. Since most schools only require three letters, my letters of recommendation requirement is technically complete, but, again, without the forthcoming committee letters.

If I submit secondaries, will adcoms begin to review my application without waiting for the committee letter since the letter requirement is met? Further, if I do submit and the committee arrives, will they offer it any consideration if my application has already been reviewed?

Any advice is appreciated!
 
Go ahead and submit.
Secondaries have nothing to do with LORs.
Some schools will start reviewing without LORs.
 
Submit everything ASAP. Even if the school waits until the application is complete, it's better to have everything on your side squared away so that no one is waiting on your end.

My concern is not that the school waits until the application is complete (can they even see that letters are pending?), but rather that their review of me would be based on individual letters (2 PI's and one volunteer supervisor) as opposed to a committee letter that I suspect is quite stronger.

Frankly, based on my experience at one school, the LORs won't be opened until early August at the soonest. Get those primaries opened and take care of the secondaries while your committee is working on its letter.
