Silent Rejections?

I still haven't heard from 18 programs. I have called many of them to check my status and they were either "still reviewing" my application or it my application was "on hold." Are any interview invites still being sent out, or should I consider these silent rejections?

I am in the exact same boat (haven't heard from 8 out of 31 programs) and am starting to get a little frustrated. I also called a school 2 weeks ago and they said they would send me something in a couple of days but I still haven't heard from them. Very confusing/frustrating.

I think a lot of programs hang on to applications for January interviews, since a lot of interviews are canceled near the end of the interview season.
