Small programs closing due to 80 hour rules?

Is there any real threat that smaller residency programs (3-4 residents) will be forced to close due to the 80 hour work week rules?

The 80 hour rule has brought a lot of pressure to the smaller programs specially since alot of programs have adopted a night float system to counter act the rule... From what I have heard the majority have applied for additional spots and justified it with their volume. If there is a program in danger of closing, it would be a small one that has low volume (surgical and obstetric)
