SMPs generally have Feb deadlines for application submission, and from what I recall, there are rolling admissions.

Would it be better ton apply later in the cycle and make your application more competitive or apply early with a weak application?

Also, would it be better to apply to an instate or out of state SMP?

Based upon my own SMP'S experience, later would be better. We get a lot of people dropping off our accept list.

I've not heard of these programs having IS biases.
