Ok so i asked if the paper can be rotated or turned and everyone said no, but this is qouting the Top Score Manual

"4. There are only four possible first folds that can be made in the
paper, thus folding is not an arbitrary process. These four first folds
can each be rotated 90, 180, or 270 degrees to result in a
seemingly larger variety of first folds.
5. The original position of the paper is represented by dashed lines.
Solid lines are used to indicate the position of the folded paper.
6. The folded paper always remains within the boundaries of the
original square sheet.
7. The paper is never twisted or turned."

So Rule 4 and rule 7 are drrrrr.

ok, this might sound stupid, but i think what they might mean is folding up towards 90 degrees, side to side like 180 degrees, and down to 270 degrees. and this probably isn't right because there are diagonal folds and stuff like that. but i would just ignore what they say and go by what you know is how it is on the actual test
 
They mean as in for example you can fold in half left over right. Or all the rotations of that fold ie: top over bottom, right over left, or bottom over top.

And this applies to all four of the types of first folds.
