Does decreasing concentration of the solutes decrease its solubility?

Solubility depends solely on Ksp which is a constant determined by the concentration of solute in equilibrium with the solid state in whatever solvent you are using. Thus if a solute is completely solvated by the solvent then decreasing the concentration will not cause a precipitate to form, however if you increase a solutes concentration beyond the solubility derived from the Ksp a precipitate will form.
