I'm applying to fellowship this year and noticed certain big programs like University of Pittsburgh, UCSF, and Cedars Sinai are not listed? Kinda feel like there is no way that big name programs like these won't participate in ERAS. Is it because some of these programs haven't registered yet despite that ERAS is now open?

The big names will definitely participate unless the listed programs are very niche (e.g., Hematology- or Medical Oncology-only fellowships).

All it means is that the programs haven't registered yet. Relax, they'll get there. They still have 6 weeks before they can even start reviewing applications and most of them are busy with the transition to new fellows coming onboard in a couple of weeks.
