How do I derive an 80th percentile cutoff? Since they don't provide a percentile with your score nor do they provide an SD or histogram, just a mean..

Yes, there is a cutoff score. You must have scored in at least the 80th percentile on your USMLE exam for your application to be reviewed.

The cutoff score pertains only to International Medical Graduates.
 
I would guess that they're referring not to a percentile relative to the other test takers, but the two digit score that came along with the more commonly referred to 3 digit score. That's the score that ranges between 70 or 75 and 100. Hope this helps.
