You would have to use an in browser add on to rip the videos (save to disk) then play it with a video player like VLC to adjust speed.

Go here http://www.youtube.com/html5 and opt in to the HTML 5 trial for youtube. You'll be able to speed up youtube videos if you're using the HTML 5 version (just look under settings --> speed in the video window).
