Stafford Loans for 2nd Masters Degree?

I read several of these and really couldn't find anything specific to this...

I'm not necessarily hoping for a master's program but I might need it in order to obtain admit to a doctoral program. Will I be able to get Stafford Loan funding for a 2nd master's degree?

My first degree was an MSW and I paid for it with Stafford Loans and an assistanceship... my second degree would be a M.Ed/ Ed.S. in School Psych.
